Requirements related to river levels:
Above 5' on the Richmond
Westham Gauge...wearing of PFDs
Above 9' on the Richmond
Westham Gauge...high water permit
12' and above on the Richmond
Westham Gauge...flood stage
If you are planning to run the James River within Richmond city limits above 9 feet on the Westham Gauge, (many guide books suggest 6.5' as a maximum) you are required to have a high water permit issued by the City of Richmond. To get a high water permit you must present a picture ID and pay a $10 permit/application fee. Applications must be made in person, they do not allow you to do it by mail or phone. You must also agree to the terms of the permit.
The high water permits are issued at two locations:
The City's "Fire Administration". This office can be contacted at (804) 646-6663. It is located at 501 N. 9th Street, room 131, Richmond, VA. Hours weekdays 9 - 4:30pm.
At Fire Station #1. It can be contacted at (804) 646-4229. It is located at 308 N. 24th Street, Richmond, VA. (intersection of Broad St and 24th St in Church Hill, Mayo Island is on 14th St.) Hours, because this is a fire station it is open most of the time, however please use courtesy when deciding the time you go by. Additionally you should remember they may be out on a call when you go by.
